New control on imports to UK from EU from 1 April

In less than one month, the UK will be adding new control on imports from the EU.

From 1 April 2021 additional measures will apply to goods subject to Sanitary and Phytosanitary controls. The additional measures will apply to:

  • Animal products
  • Plants and plant products
  • High-risk food and feed not of animal origin (HRFNAO)

There will also be further requirements applied to fishery products.

Any business that imports such goods into the UK from the EU must ensure they are prepared for the new measures by the 1 April deadline.

A phased approach to border control

Following the UK’s exit from the EU, the UK elected to adopt a phased approach to introducing border controls. 1 April 2021 marks Stage 2 of the Border Operating Model.

In line with Stage 2 requirements, anyone importing the relevant products must pre-notify UK customs (via  the IPAFFS system) and provide the applicable health certificate (Export Health Certificate or Phytosanitary Certificate).

It is important to note that different certificates apply to different types of agricultural goods. A single consignment may therefore require multiple certifications. It is essential to get full clarity on the requirements for all goods that you import to the UK.

What’s the catch?

In addition to the requirements detailed above, fishery products and live bivalve mollusks will require a catch certificate.

A catch certificate confirms that the fish has been caught legally. The certificate includes details about the fishing vessel, the fish species, the quantity of fish caught and the location the fish were caught.

Move goods without a hitch

Each phase of the Border Operating Model introduces new complexities. With each additional layer of bureaucracy, the likelihood of costly delays increases. Businesses moving goods between the UK and EU need to plan ahead to prevent delays before they occur.
